Sequence of the Investment Process

If the investor has a specific tourism project in mind and has obtained the required land for investment, the following process takes place

 

  1. The investor should download a copy of the Common Application Form or collect a hard copy of the form from Sri Lanka Tourism, and fill in the application form, with assistance from OSU if required.

  2. Submit the application to OSU, whose staff will carry out a preliminary appraisal and liaise with necessary officials on the investor’s behalf.

  3. A joint site inspection will be scheduled by OSU and the investor will duly be notified. The joint inspection will be carried out by officials of the Urban Development Authority, Central Environmental Authority, Coast Conservation Department, Department of Wild Life Conservation and relevant local authorities. Upon completion, an Inspection Report will be produced.

  4. The Inspection Report will be presented at the Scoping Committee Meeting, where representatives of all relevant government agencies will be informed.

  5. If the Scoping Committee grants project clearance, it means the relevant government authorities have given approval for the project; however, the project will still not be cleared for construction.

  6. Building plans must be submitted to OSU by the investor for approval by the relevant agencies.

  7. OSU will issue the final clearance upon receiving relevant line agency approvals and UDA final building permits, following which, the investor can commence construction.

  8. OSU will follow up and provide monitoring services and shall inform the investor if the need arises.

If the investor has a specific tourism project in mind but has not obtained the required land

  1. The investor may inquire about land available for tourism investment purposes from OSU.

  2. The investor must provide a letter of intent in a format specified by OSU.

  3. If the land for investment belongs to SLTDA, OSU will assist the investor in scheduling land inspections and help negotiate with landowners regarding price/lease.

  4. OSU will advise the investor on any request for state lands.
